Most exchange licensed exchange shops are located in Ferdowsi street and around Ferdowsi square and they work with free-market rates.
Be careful NOT to exchange your money in the black market. When you want to know everything about Iran's currency, you'll hear this word. Black market means people in Ferdowsi square who stand in street and want to convince you to exchange your money at a great rate but Do not be deceived by them.
